However, these measures are expected to have a minimal impact on China’s overall PP supply and demand, given the industry’s negligible reliance on the U.S. market.

On October 3, U.S. Customs and Border Protection (CBP) announced that, from October 14, Chinese-owned or operated ships will be charged $50 per net tonne, and non-Chinese operators utilizing Chinese-built ships will be charged $18 per net tonne or $120 per container, based on whichever charge is higher. And foreign-built car carriers will be charged $14 per net tonne.

PP is typically shipped in flexible freight bags or ton bags via container vessels. On trans-Pacific routes, vessels owned or operated by Chinese companies hold a capacity share of only 20%-25%. Alphaliner date shows that Chinese vessels carries less than 20% of U.S.-bound PP exports. The primary destination or unloading ports for Chinese PP exports to the U.S. include major ports on the West Coast such as the Port of Los Angeles, Port of Long Beach, and Port of New York, where the additional fees are enforced. Both the additional fees of Chinese ships and the expected rent of non-Chinese ships will drive up overall U.S.-bound logistics costs.

The limited impact stemmed from the U.S. diminished role in China’s PP trade. Following the escalation of Sino-U.S. trade frictions, China imposed another 25% punitive tariff on U.S.-origin PP. This led domestic downstream industries to successfully find substitutes for key U.S. PP grades. By 2025, U.S.-sourced PP accounted for less than 1% of China’s total imports.

China’s PP Imports by Origin, 2022-2025 (Unit: ‘000 tonnes)

数据来源：GACC, OilChem

Meanwhile, as the world’s largest PP producer, China’s PP exports expanded rapidly and mainly flowed to Southeast Asia, South Asia, Africa and South America, with direct exports to the U.S. making up less than 1% of China’s total PP exports.

China’s PP Exports byDestination, 2022-2025 (Unit: ‘000 tonnes)

数据来源：GACC, OilChem

Therefore, the U.S. new shipping fees are anticipated to have a negligible effect on China’s overall PP supply-demand balance.

[1
614,613
post-8478","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-other","tag-leave-market-unshaken","tag-us-port-fees-to-raise-china-pp-export-costs
["GET
